Massimo Gacci

Mr Gacci is Senior International Expert with 22 years of professional experience in international development cooperation, with a specific professional experience in the fields of public Administration Reform and Capacity Building in the Environmental Sector (solid waste, water, wastewater). During his career, Mr. Gacci has acquired a broad professional experience in the following areas of environment sector:

• institutional capacity building in environment sector, EU Acquis and conformity to the EU Law in public administration reform and capacity building, public administration capacity building issues and interventions, organisation of civil servants training, train-the-trainers and Life-long training programmes, Strategy and Action plans for the reorganisation of the human resources, workshops of presentation and awareness;
• transposition of the EU Acquis in the environment sector and approximation of national legislation with EU legal framework;
• definition and drafting of Action- and Strategy Plans: managing capacity building assessments, comparative analysis, planning documents and diagnostics, training and capacity building activities to civil servants and Public Authorities employees, with National and Regional Authorities in several fields of Institutional capacity Building and accreditation of Public Authorities

Actually, Mr. Gacci is working as Team Leader and Institutional Building specialist of the Technical Assistance Project “NIPS – Water Negotiations and Investment Planning Support in Albania”. The project aims at providing technical assistance and capacity building to the Ministry of Infrastructure and Energy to develop key strategic Water Sector documents in order to comply with EU Water directives 98/83/EC on the quality of water for human consumption-DWD and 91/271/EEC concerning urban waste water treatment- UWWTD.
