Dr. Julián D. López-Murcia

Dr Julián D. López-Murcia is an international expert on water regulation and governance and heads the consultancy Nalanda Analytica. He holds a PhD from Oxford University and an MSc in Regulation from the London School of Economics. He is a former Superintendent of Aqueduct, Sewerage and Sanitation in Colombia, where he co-led the design and implementation of water regulation. He has published three books and several academic articles on water regulation, which have been cited in reports and official documents of the United Nations Special Rapporteur on the Human Rights to Safe Drinking Water and Sanitation, the Pan American Health Organization, and the Center for International Development at Harvard University. He has been a consultant to the World Bank, IDB, CAF, NORC at the University of Chicago, and Management Systems International, among others. Julián has lectured on regulatory issues in the UK, Colombia, Ecuador and El Salvador. He has also presented at several international conferences, including the IWA World Water Congress.
