Biography
Arduen Karagjozi is an accomplished Hydraulic Engineer and a key figure in Albania’s water resource management sector. Currently serving as the Director of Strategic Management at the Water Resources Management Agency under the Prime Minister’s Office, he has been instrumental in shaping the country’s water policies in line with EU standards. Karagjozi’s expertise spans over a decade, with a strong focus on integrated water resource management, strategic policy development, and EU integration processes.
Throughout his career, he has led various national and international projects, including the successful transposition of the EU Water Framework Directive into Albania’s national legislation. He played a pivotal role in the drafting of the new Water Resources Law and other regulatory frameworks to enhance the sustainable use and protection of Albania’s water resources. His leadership in cross-border water cooperation has strengthened Albania’s relationships with neighboring countries through agreements on shared water resources.
Karagjozi has also represented Albania in numerous international forums, including the UN Water Conference and the World Water Forum, advocating for sustainable water management and climate resilience. As a member of the Drin Core Group Steering Committee and a key representative in transboundary water management initiatives, he has helped foster collaboration across the Western Balkans on critical issues such as flood risk management and climate change adaptation.
In addition to his professional achievements, Karagjozi has served as a lecturer in hydrology and continues to contribute to Albania’s academic and professional landscape through his expertise in water management and engineering.
