Rozarta Pura

Rozarta Pura is an expert with 16 years of experience in the Water and Wastewater Utilities sector, with a professional focus on Human Resources Management, Legal Affairs, Organizational Leadership, and Strategic Planning. Since 2022, she has served as Legal Advisor to the Regional Water Supply and Sewerage Company of Durrës (SHRUKD), where she played a key role in its institutional establishment and organization, making SHRUKD the first officially registered regional company in the country.

From January 2023, she has held the position of Chief of Cabinet at SHRUKD, with responsibilities that include managing commercial policies, supporting the Administrator’s Cabinet, and overseeing the Human Resources Directorate.

Her qualifications and long-standing experience in the sector, combined with her active membership in SHUKALB since 2009, span across public policy development in national government projects for the water sector, general utility management, implementation of diverse projects, human resources management, customer service, business planning support for utilities, institutional development and strengthening, as well as the design and implementation of training programs to enhance staff capacities in the sector.
